Frank M. Signorelli

Board President

Frank M. Signorelli was born in Lompoc and lived here his entire life. A carpenter by trade, he started a contracting business in 1964. He married Emily Masciotra in 1963 and has three sons and six grandchildren. He was appointed to the Board in 1973; being re-elected every four years since.

David L. McAninch, III M.D.

Board-certified radiologist, has been a member of the medical staff since 1983 and a Board member since 2000. He received his medical degree from the USC School of Medicine in 1979 and is currently the medical director of the diagnostic imaging department and Professional X-ray.

Ray Down

Ray Down graduated from Cal Poly in 1970 and has enjoyed a financial career on the Central Coast for 30 plus years. He and his wife, Alice, live in Lompoc and have four children. He was appointed to the Board in 1973 and has been re-elected every four years since.

Leslie Kelly, R.N.

Collectively Leslie Kelly has over 20 years of experience in nursing. She has worked as a CNA, a LVN, and currently works for Dr. Coughlin in Cardiac Rehabilitation. Prior to being elected to the board in 1998, Leslie worked at Lompoc Hospital in ICU. She and her husband Bill, a nurse in the ER, have two children, Catherine and Sean.

Roger McConnell

Roger McConnell is a long-time resident of the Lompoc Valley and is a Trustee of the Lompoc Valley Medical Center. He and his wife, Virginia, a kindergarten teacher, both graduated from the University of Oregon in 1977. They have two children, Kirk, a student at Stanford University, and Kelsey, a UCLA graduate and LA resident. Roger is a Financial Advisor at Stillman Capital Group, a Registered Investment Advisor.

Michael Ashnin, M.D.

Chief of Staff

Dr. Ashnin is a 1985 MD graduate of Riga Medical Institute in Riga, Latvia. Dr. Ashnin went on to complete his Internal Medicine internship at Shadyside Hospital in Pittsburgh, Pennsylvania and then an Anesthesia residency at Loma Linda University School of Medicine in Loma Linda, California. Dr. Ashnin is a Board Certified Anesthesiologist by the American Board of Anesthesiology. Dr. Ashnin became a member of Lompoc Valley Medical Center medical staff as an anesthesiologist in 2000, achieving Chief of Staff July 2012.
